Gentlemen,

With reference to your application of the 10th March for exemption of your ships trading in Indo-China Waters from the obligations imposed by the Merchant Shipping (Wireless Telegraphy) Act, 1919, I am directed by the Board of Trade to state, that this application was referred by them to the Merchant Advisory Committee who after full examination of the circumstances and hearing evidence from your representative were unable to recommend that British ships trading in Indo-China Waters, and not touching at a port in the United Kingdom should be relieved of the obligations imposed by the Act.

The Board have decided to accept the Advisory Committee's recommendation, having regard also to representations which have been received from the Admiralty as to the desirability of fitting wireless on vessels trading on the Indo-China coast.

I am to request therefore that you will take such steps as are necessary with a view to compliance with the Act.
